Our Strategy
Mahatma Gandhi Labour Institute shall endeavour to achieve this vision by following strategies :
By undertaking studies/research on issues that have bearing on labour and employment in the state as well as having implications for the national level policies and programmes.
By organizing seminars/meetings/special lectures by persons of eminence to generate new ideas and debates on issues of contemporary relevance for the working classes, and thereby influence policies and programmes to make them more relevant and effective.
By designing and organizing training programmes for key personnel/functionaries and representatives of trade unions, NGOs, Government, elected representatives of the people and workers.
By working to evolve indigenous models of industrial relations based on Mahatma Gandhi's ideas, philosophy and approach to labour, employment and industrial relations.
By focusing on labour judiciary and labour laws related activities for studies and training and by compilation of relevant materials for dissemination
By continuous watching of employment environment with changing contributions of various sectors-primary, secondary and tertiary.
By instituting suitable AWARDS for large/medium sized companies / establishments / organizations in Gujarat.
This will be further supported by bringing out periodic reports and books on critical labour related issues relevant to formulation of policies and programmes in the field of labour, labour welfare, employment and wages & income and productivity.
Center of Excellence
Over a period of time, the Institute will extend and deepen its expertise in several of its core areas of activities by developing Centres of excellence within the institute. The institute shall work for setting up the following Centres under its umbrella. Each Centre shall take up studies, action research and training programmes for target groups, suggestive list of which is provided below.
Centre for studies and action research and training on women and child labour issues,
Centre for research and training in labour laws, industrial relations and functioning of labour judiciary,
Centre for training and awareness creation in industrial safety, work environment and occupational health,
Centre for research, training and education in social security and labour welfare,
Centre for research on employment and productivity promotion, wages and income, labour mobility and macro socio-economic trends and monitoring of labour situation,
Centre for Gandhian approach of trusteeship, labour and industrail relations and human resource management and development
Labour gird/net to help labour and industry in meeting each others requirements.
Centre for unorganised sector workers : research, education, training etc. to promote employability in the market.
Centre for investment in skill, development for promoting micro enterprise among working class.
Centre for documentation, production of audio-visual educational and training aids and awareness creation and publications.
Target Group
Each centre, based on its specialized focus and expertise, shall address the issues faced by a wide range of target groups both in organized and unorganized sectors and in rural and urban areas, as given below in the suggestive list.

Issues in Focus
For each target group in the organized as well as unorganized sector a suggestive list of issues to focus for activities, research and training etc. is as under:
Employment including self-employment and related issues, Inter-district and interstate migration and its consequences,
Wages, income and emoluments, productivity, and employment of unorganized wage paid labour and of low income self-employed,
Skill development and training for promoting micro enterprise among working class.
Work environment and decent work.
Industrial relations,
Social security and labour welfare,
Implementation of Labour Acts and Laws,
Redundancy of labour/job losses and re-integration of displaced workers,
Industrial safety and occupational health,
Organization of workers and industrial democracy,
Framework and working of labour market intelligence and information system of collation, organization and dissemination of information on critical labour issues,
Labour judiciary related studies of training needs, organization of training programmes for labour court judges, settlement of industrial disputes etc.,
Informal sector/unorganized sector and informal work/activity,
Industrial dispute settlement machinery such as conciliation arbitration, adjudication, Gandhian approach to labour, challenges before trade unions, non - bargaining activities etc.,
Organizational and behavioural aspects of human resource management and development,
Psychological and sociological dimensions and issues of labour,
We visualize that each centre will have a critical minimum assured budget for activities to ensure that the objectives of the MGLI are not distorted for want of funds for activities, However, expansion of activities in each field will have to be partly based on external funding by way of sponsored activities, joint projects and programmes, consultancy work, etc.
